This was a personal favor to a friend, so the "tutorial" is made assuming the viewer already knows how the program works. This technique does not require a tablet.
1) Do your sketch on a normal layer. 2) Create a new vector layer above the sketch layer. 100% Opacity. 3) **Optional** Decrease the opacity of the sketch layer. 4) On the vector layer, select the "curve" tool. If you click once, it will create a vector point. You don't have to hold it down or anything, just click to the next spot. Once you have a full line completed, double click the last vector point to release the curve tool. 5) Still on the same vector layer, select the pressure tool. 6) Using the pressure tool, click and hold a vector point. If you drag to the left, the point will get lighter on the line, and darker to the right, curving like a pen.
