香港商人金浦以高價購入廢船，引起臺北國際刑警的注意，派出女幹探李淑華偵查。而金其實是在紫陽觀的掩護下販賣一種名為「快樂丸」的興奮劑，並大量分銷各國。美國特警史蒂芬因女友加入邪教，服用過量「快樂丸」而身亡，所以決心消滅「快樂丸」，隻身東飛。金收到史來港之消息，派手下王豔豔及陳進負責跟蹤，並設下圈套色誘史。李喬裝進入紫陽觀，取得觀內治病用之符水前往化驗所分析，並驗出符水含有鴉片成份，警長方一坤前來調查，懷疑李與鴉片有關，將一追蹤器放於李身上。夜間，金宴請各國分銷商。李、史二人分別前往紫陽觀偵查，二人不打不相識，卻誤中機關，被金捉住，逼二人服用「快樂丸」，更將二人同鎖鐵籠內。二人如何才能逃脫，是否能將金繩之於法﹖

Our story opens with special agent Angela Mao investigating the peculiar circumstances surrounding the recent purchase of several ships destined for the breakers' yards of Hong Kong.
While making his inquiries, Stoner becomes involved with a mystery woman (played by Betty Ting Pei). Mr.Sinn, the powerful overload of the Asian mafia, orders his henchmen to destroy Stoner at any cost. He is the subject of several murderous attacks. However, due to his skill in martial arts, he manages to overcome his attackers in a series of breathe taking fights filmed on location in the side streets of Hong Kong.
Meanwhile, Angela Mao's continuing probe has led her to the island of Sinn and the shrine of the Ultimate Bliss (the headquarters of the largest drug smuggling operation in Asia). Posing as a hawker, Angela continues to gather evidence to put Sinn's gang behind bars for eternity.
As Stoner close in on Sinn's operation, he crosses paths with Angela; through a strange twist in circumstance, they find themselves teamed together to storm the temple of Ultimate Bliss and together they stealthily make their way into the subterranean headquarters of Sinn. While avoiding discovery by the dozens of guards that infest the labyrinth of passage ways that comprise the Shrine of the Ultimate Bliss, they trigger the electronic sensing device which sounds the alarm. Stoner and Angela are overpowered by the guards and taken before the inscrutable Mr. Sinn. After injecting Stoner with a powerful new aphrodisiac, he throws Angela and Stoner into a small cage to provide an evening of entertainment for his guards. And then the real fire work begins.........
