This documentary tells the story of the 1969 Santa Barbara, California Oil Spill, the biggest environmental catastrophe at the time it occurred and how the citizens of the California Coast came together to pass Proposition 20, The California Coastal Protection Act.

Includes interviews with many California citizens who experienced the event, some of whom became active in the pro-environment movement in California.
