Heather Lerch had driven a country stretch of quiet road "hundreds of times," according to her Mom. But Heather was texting and driving as she drove home from work on the evening of February 23, 2010. That's when her car left the road and struck a guardrail, killing Heather instantly. She'd just turned 19 a month earlier.
In Washington state, a new cell phone law takes effect on June 10, 2010. It makes texting-and-driving a primary offense. Meaning, police can stop you for the offense. The fine is $124. The new law also makes hand-held calls made while driving a primary offense.
