Bill Emmott - independent writer, speaker and consultant, editor of The Economist from 1993 until 2006. The speech was held at the debate on the motion: Ukraine should introduce tax reform despite the economic crisis, organized by the Foundation for Effective Governance in cooperation with Intelligence Squared in Kiev, Ukraine on the 9th of September 2009. The Foundation for Effective Governance is a non-profit organization based in Kiev Ukraine.
