Congressman Trent Franks, chair of the house judiciary subcommittee on the constitution is tonight's tool time winner for trying to abuse his authority to restrict a woman's right to choose in a jurisdiction he doesn't represent, Washington DC. In January, Franks introduced the District of Columbia Pain-Capable Unborn Child Protection Act that would mandate a maximum two year prison sentence for any DC doctor that performs an abortion after 20 weeks of pregnancy. The only exception to this rule would be if the mother's life is in danger. So women in DC who are the victims of rape would be unable to have abortions after 20 weeks if Franks has his way.
