Whats going on here?

A Peavey 5150 II retubed with a "matched quad of the JJ 6L6GC's, one standard ECC83S for V5 and five hand picked high gain ECC83S's with one of them balanced for the phase inverter in V6" from eurotubes.com

The issue started about a year after the retube. It began as an intermittent issue but is pretty much a constant issue now (though it varies silghtly when plugged into different homes/garages) When PRE is raised higher than 5. Depending on the location the amp has been plugged into it sometmes does it at all levels, or above 6. (ive tried it at 3 different places. Any idea what this could be caused by? POST channel and all other knobs do not cause any noise anomalies.

Side effect issue that may be related: sometimes during practice the amp will loose a lot of body. Distortion is still there but it doesnt move much air, sounds very trebbly and looses a lot of volume. During this time the PRE level will do almost nothing when raised or lowered to affect the suond (normally it makes a huge difference) and the POST must be raised to 7ish... to make it seem like its as loud as it should be (i play around 2-3). And even then, its still missing a lot of umph. If the amp is turned on/off it will be normal for a few seconds then qiuckly die to this state of weakness.
