what you should do is in a naval battle you should send two ships as a diversion then send the rest of your ships to kill the enemy.

The best thing you can do to protect your economy is to build a wall of ships either side of Japan which extend as far out as the map edge from the coast. Use the ships' zone of control to prevent enemy passing through. Accompany the wall with a large stack that will crush anything which gets through/threatens to do so. To protect your ships you should intentionally keep each ship in your naval wall separate - do not stack them. When attacked, simply retreat all ships to avoid combat and further naval recruitment costs. This will drain all the enemy navy stacks movement points because it exploits the AI instruction to attack the nearest enemy that the AI's force exceeds in strength. Move the wall up as you sweep through Japan. This is partly why playing as a central clan is much harder than playing Sendai/Satsuma for example. In that spot, probably best to abandon home province and beeline for a northernmost or southernmost region.

Another thing i would recommend, after repairing everything across your empire, save up your money for a few turns so you can immediately repair your french trade district once you dispatch the enemy fleet blockading it. Once it is repaired, your economy will increase by thousands of koku. After repairing that, you might want to consider building a small fleet in the south to defend against landing forces, as I have no doubt the Okayama are planning another beach invasion.

Brilliant recovery Lion, taking Ise really helped your economy by giving you another trade port in the south. The fact your measly levy forces in Yamato are still able to hold out is just astounding to me, with one of them having 9 chevrons. Now that you have added 3 repression between Censorship and your Shinsengumi, it is time to start disbanding some less needed levy troops across your empire. They are costing you quite a bit of money and will be completely useless once you get Seclusion.
