The Constitution is where the federal government is created. When we created the fed, we listed the limited powers that the fed has. The Constitution also states that whatever powers we are not granting the fed, the fed simply does not have and these powers remain with the people and with the states.
Therefore the federal Real ID is un-Constitutional.
