Retired Navy Commander Bryan McGrath, team lead and primary author of the U.S. Navy's 2007 Maritime Strategy "A Cooperative Strategy for 21st Century Seapower" (CS21) offers provocative answers to a self-posed question: "If we can't afford the Navy we need, what kind of Navy should we have?"
