As we mourn the loss of our friend and colleague Congressman Don Payne, I'd like to offer my deepest condolences to the many people he inspired throughout his more than two decades as a committed public servant in Congress. As a member of both the Congressional Black Caucus and the House Foreign Affairs Committee, I had the unique opportunity to serve with Congressman Payne as he worked to provide a voice to many of the world's most vulnerable populations in America and abroad with his work in Africa. As a freshman Member in Congress, I looked forward to the opportunity to learn directly from his exceptional wealth of knowledge about Africa's nations and his vision for the United States and African relations. Congressman Payne's humble demeanor will not only be missed here in the halls of Congress, but around the world as well, among some of the most well known global leaders.

While we step back and honor Congressman Payne's legacy and decorated body of work, it is extremely important that we celebrate his grace, bravery and determination as a steadfast leader in Congress and to his constituents in his home state of New Jersey.
