QGIS is the leading open source, and so freely available, GIS software package. However, the built-in options it comes with for filling in polygon data layers are very basic and limited.

Luckily, it is relatively quick and easy to create your own custom polygon fill styles, meaning you can easily have your polygons looking exactly the way you want. This video shows you how to create your own custom fill styles for use in QGIS. It uses QGIS 2.6.3, to demonstrate this, but the same approach should work in all versions of QGIS.
