In that same night of the crime the major local newspaper publishes online and article in which EPTC (the city organ responsible fro traffic and circulation) thansfers part of the guilt to cyclists because they didn't warn the organ about the event.
Excerpt: "The cyclists' ride that resulted in tenths of participants being runned over Friday night in Porto Alegre wasn't accompanied by the EPTC agents. According to the director of the organ, Vanderlei Cappellari, EPTC' wasn't warned about the action. Capellari warned that not warning about an event that would interfere on traffic makes it an illegal activity.

This group made a serious mistake, any event of this proportions have to be notified to the police, to EPTC' to try to prevent this kind of situations", said Montenegro.
According to the police chief, the right to free expression of the protesters couldn't
compromise the right to come and go of pedestrians and drivers. "This is no Libya. Here we have complete freedom to protest, as long as you tell authotities. Do your protest, but don't interfere in the flow of automobiles. If you interfere, there will be confusion, chaos and accident."
