There was a fierce exchange in parliament punctuated moments of humour as mps engaged in debate on who merited the title of de-facto leader of official opposition in the 10th parliament. And as Chris Thairu reports, Deputy Speaker Farah Maalim ruled all the mps out of order; saying that only Lugari mp Cyrus Jirongo could possibly claim the position since all the parties in parliament were affiliated to the coalition government, at least on paper.
