This is everyday life on the market streets of Seoul. It is somewhat common to see these guys scooting along the ground with a small cart that has a music player powered by a car battery. Sometimes this is just a ploy, but other times, you can see the person may be an amputee. If an individual is not productive or unemployable in Korean society, like in many countries, they fall to the curbside begging. These guys in Korea have to put in a lot of effort rather than just sitting in the streets pestering pedestrians. At the end of the video I walk up to him and drop some won into his money basket which you can't see since my camera position was too high. This video shows a piece of every day life in Korea.
