Falsifications during the State Duma elections in December 2011 created a new phenomenon in Russia:an entire army of citizen observers, whose number dramatically increased before the presidential election of March 2012. Now, whenever Russian regional elections are periodically held, the idea of observing the elections to ensure the fairness of the procedure has become a new movement, known as civic or electoral tourism. But do we need this movement? How long will it last and what will it change? Will it change anything at all? These are the questions we tried to answer in our film about the Omsk mayoral elections in the summer of 2012.
