Life in the Garage for Apalachian Chief, a 14 year old Thoroughbred stallion, caged since April 1, 2010.
As long as clean bedding SURROUNDS the cage, all is deemed suitable. That the bedding supplied isn't supplied in a thickness that actually cushions the horses' hooves, he is "clean", but not cushioned. Not needed. The horse has food water and shelter. No other comforts need to be provided. The colour of that hay is not edited. It is gray, and then greenish-yellowish gray. Soaked through with mould. But it's food, right?
Since the OSPCA and two vets had proclaimed his care "suitable and adequate" in a November 3, 2010 press release, friends of Chief decided to record his daily life, so we may better understand the state of animal welfare laws, and the people who implement them, in Ontario, Canada.

Oct. 11, 2011. Just saw this from a commenter on the CHDC site. Comment dated Sept. 25, 2011 "I know where he is, but I won't say. the facility he is at is taking far more responsiblility for Chief than his owner though. She still refuses to take care of him, and god you can't imagine the fights that go down about his well fare between boarders/owners/workers at the farm.
She doesn't feed him (though the barn tries their best to make up for this... out of their own pocket), she stopped giving him his medication and now is saying she is going to bring him to a slaughter house and then eat his meat for dinner.
She is highly unfit to be a guardian of any animal, custody should have been revoked, chief may be with people who care now but they can only do so much without risk."

It is VERY risky business dealing with the owner. The only real hope Chief had was the OSPCA, and instead they condoned her behaviour, and allowed the neglect to continue. Good luck, Chief.
