How do you sell an old proposition like the peripheral canal, that was defeated by voters in 1982? Change the name and bury it! Now called the Peripheral Tunnels, it's still a bad idea and a bad deal, except for big San Joaquin corporate agriculture investors. Ratepayers North and South would pay to subsidize millionaire water speculators in the most arid parts of California, and the project would end up sucking Northstate rivers and groundwater dry! See a model of how it works ... who profits and who loses.
