In addition to accidental deaths the Report examined teen violent deaths in homicide and suicide. Weapons and drugs are frequently implicated in these violent deaths, with alcohol being the most popular drug among teens. "As weapons and drugs become more and more accessible to teenagers," the Report said, "the combination of the two serves to heighten emotions and escalate violence, resulting in a deadly synergism."
While white teens were most likely to die in accidents and by suicide, homicide is more prevalent among African American teens. "In fact," the Report noted, "the firearm death rate nationwide for African American teen males was 2.8 times the rate for natural causes in 1988." In Tennessee, African American homicide firearm deaths in 1990 almost tripled those of 1980.
The level of violence the Report considered has become a part of our school system, which is only a reflection of the violence in our homes and society. The General Assembly, for example, is considering a bill that would make it a felony for parents if their child killed another child with a handgun. Such radical proposals only testify to the increasing number of personal assaults in our schools and the seizure of knives and guns from the very young.
Teen violent death rates can be decreased, said the Report, "by shaping teen behavior through positive approaches. These include the development of social skills among teenagers, especially conflict resolution skills, positive role models, monitoring guns and other weapons, enforcing minimum drinking age laws and drunk driving laws, and giving teens greater access to counseling and drug rehabilitation services."
Teen violent deaths can also be decreased through efforts to create closer cooperation between communities and law enforcement officials. In Nashville, for example, law enforcement officials have endorsed a plan that would offer financial rewards for anyone participating in neighborhood crime prevention program. This proposal will allow community groups to meet with the Policed to discuss crime prevention. Participants would get an annual tax credit . This is considered an excellent method for dealing with the rising crime rate.

Endangered Black Males*

"Endangered black males" is a term coined more than five years ago to describe African American males between 15 and 25 years old. The U.S. Wildlife Federation has three criteria to identify and place a species on the "endangered list, and subject to extinction." (1) the number of the species must be limited; (2) the predator must be identified, and (3) a remedy must be offered to
protect the species. "I think it is interesting that this country uses terms reserved for animals to refer to black males," says Dr. Raymond Winbush, psychologist and director of the Johnson Black Cultural Center at Vanderbilt University in Nashville, Tennessee.
"African Americans have been endangered in a number of ways since their arrival in the English North American colonies in 1619," but the present emphasis is on homicidal violence, drug abuse and their level of incarceration, he notes.
Homicide is the number one cause of death among black males 15-24. While this is an often quoted statistic, says Winbush, there is another side of the coin. The number one cause of death among white males 15-24 is automobile accidents. "I believe that the killings that take place among urban blacks is similar to the automobile killings that take place every Saturday night among white males in the suburbs.
