The so-called "Colonel" reveals that the whole exercise was a success, that they could alter world events (The Big Shell being a recreation of Shadow Moses) and control humans on a personal level (The S3 Plan).

The AI also mentions that they must filter out what they consider junk information in the media/internet (tabloids, scandals, reality tv, etc) and retrieve valuable truths in order to benefit the human species. Solidus wants to stop The Patriots but his methods are... questionable.
