Interview sequences:

Interviewees (in order of appearance): Chuck Jordan Chief, Tulsa Police Department; George N. Turner Chief, Atlanta Police Department; David Scepanski Captain, San Antonio Police Department; Chuck Harris Director, North Central Narcotics Task Force (Mississippi)

[Chief Jordan] "I can honestly say working with the Marshals Service is probably been the most rewarding collaboration I have ever been involved in with another agency. They seem to be taking things from a very grass roots perspective. They are more facilitators than they are managers and my officers appreciate that. I appreciate that. They are working with us to target a common problem that is affecting our community."

[Chief Turner] "Partnerships. I think it is absolutely essential and what you see within the Counter Gang Task Force is that we are working collectively to identify those particular individuals that are working inside the city of Atlanta along with the US Marshals Office."

[Captain Scepanski] "Well the community absolutely benefits because together we are much stronger than we are separate. One of the things that we do in addition to these gang initiatives, where we are really out there impacting and targeting, are some of these very violent gangs, these organized individuals that who are committing a slew of violent crimes from Murder to Robberies to Aggravated Assaults to Sex Crimes."

[Chief Turner] "We need to rely on the partnerships with the Justice Department United States Marshals Service so that we can really have a better chance of being successful in taking the right people off the streets and that is a good use of Federal and State and Local dollars when we team up together."

[Chief Jordan] "It's not a numbers game. The Marshals Service, nor do we, we aren't trying to see how many bad guys we can put in jail. We are trying to make sure we put the right bad guys in jails who are committing the crimes."

[Captain Scepanski] "The Marshals Service approached us with this Triple Beam Initiative over a year and a half ago and while we have had a great relationship with the Marshals, there is no way that we could forecast or foresee how successful it was going to be."

[Director Harris] "Well one thing while working with them that we've seen a mass reduction in our gang and drug activity in the most violent areas that we operated in."

[Chief Jordan] "Upon completion of the original Triple Beam Operation for the two months following that we had an 89% reduction in homicides. We had over 30% reduction in firearm assaults and 50% reduction in robberies. It was just huge to our community."

[Director Harris] "This operation for us didn't end on the first detail. We continued to use this model in the Delta and have done four more operations similar, and our arrests are now three times more than this time last year."

[Chief Jordan] "In regards to gangs, without a doubt, the primary agency that we work with to combat gang violence is the U.S. Marshals Service."

[Chief Turner] "If I had sum up our relationship in one word it would be 'Great.'"
[Captain Scepanski] "Commitment"
[Director Harris] "Cooperative"
[Chief Jordan] "Good Partners"
