The second part is fine tuning. I trim the edges of the already turned down cue tip exactly to the diameter of the ferrule. Finally i seal and polish the tip to a glossy shine.
On Youtube bustle a lot of clips about "proper" cue tip installation. I have noticed that people often use sandpapper in an inflationary manner.
