To start the quest, Boone needs to have 5 trust/history points with you. History points are gained whenever you do great act against the Legion with Boone present.

+2 points for rescuing the Powder Gangers during the quest Booted
+2 for saving hostages from crucifixion during the quest Back in Your Own Backyard
+2 for killing the Legion at Cottonwood Cove
+2 for killing Caesar at the Fort
+1 for killing Vulpes Inculta (at Nipton, the Strip, or the Fort)
+1 for killing Centurion Silus at McCarran
+1 for killing Capt. Ronald Curtis once you know he is a Legion spy during I Put a Spell on You
+1 for disabling the bomb before detonation during I Put a Spell on You (I didn't get this point, not sure if it is due to a glitch or patch)

Once you have a minimum of five points, speak with Boone and be pushy about learning of Bitter Springs. Eventually you are able to recommend his return. At first, he shoots down the idea, but after waiting or fast traveling, he changes his mind and asks for you to take him.

At Bitter Springs, he'll speak and/or your quest objectives will update. Take him to Coyote Tail ridge, a short walk from Bitter Springs. Agree to stay the night when he asks you to.

When night falls, he'll announce the Legion is attempting to raid the refugee camp. Once you're done speaking, fast travel to Bitter Springs to intercept the first wave of Legionaries. Once they're dead, the second wave will spawn south of Bitter Springs. Rush over and be ready to shoot down the Legion's mongrels and soldiers. Keep an eye on your compass.
If you see quest markers back in the direction of Bitter Springs, fast travel over and kill the flanking Legionaries.

After killing the third wave, the only problem left is most likely a Vexillarius that spawned with the second wave but was too slow for you to wait for him. Run south to finish him.

After the Legion raiders are dead, Boone is confused about his purpose. At this point, you can effect what ending Boone will have. You can either convince him to be repentant or to be aggressive (homicidal).
