I work in downtown Winnipeg, Manitoba, Canada. The panhandlers are extremely aggressive and have absolutely no sense of propriety. Fornicating in the lane outside my office, urinating on the walls of the buildings in broad daylight in clear view. This is on Donald Street and Portage Avenue. Right beside some of the nicest office buildings, retail stores and across from our brand new destination arena, The MTS Centre. Why would anyone want to work or come downtown for entertainment. Bylaws exist, Obstructive Solicitation 7700/2200 is the primary one. As shown in this video clip taken between (:00 AM and 5:00 PM on May 6, 2010 the panhandlers don't care . . . this is a daily occurrence at the junction of Portage Avenue and Donald Street. I have watched for months as it gets progressively worse. A few weeks ago I started taking videos. From my observations I can tell that the core "bad" panhandlers are members of this group filmed today. I beseech Mayor Katz and the City of Winnipeg Police to address this issue. This is one of the largest mass gathering of panhandlers I have so far observed. At least 20 panhandlers have converged on the bus shelter area in front of Mountain Equipment Coop. The fellow pictured above with his hat out was one of the most aggressive and persistent panhandlers I have observed yet. Appeared to be pretty much sober but was aggressively working the crowd at the bus shelter. The two fellows against the wall here did not panhandle but they seem to be the regular security for the person that is the designated panhandler for the day. BIZ patrol and police make a presence but they do not move on today. The fellow above left for about ten minutes and then returned.

This individual is a past homeless person who has been through the system. He arrived with his sign board and I initially thought he was a new panhandler to the corner. One of the most interesting conversations I have had so far while documenting this activity. He was approaching panhandlers with his sign board looking for suggestions as to where one can go for food and shelter without needing to panhandle. As he has made his way from street person to recovery his long term goal is to start a non profit organization focused on assisting people to get off the streets. Young, full of passion, and definitely a breath of fresh air.
