Documentary pioneer Leo Seltzer, who filmed strikes in the early 1930s, made The Technique of Fresco Painting for the Federal Art Project, part of the WPA. This 1938 film shows WPA artists creating a mural in a Bronx high school. Seltzer uses time-lapse footage, street scenes (incl. workers on the Empire State Building), the Hell Gate bridge, and a surprise burst of color at the end with a reel of Eastman color stock.
