The North Carolina Fund was charged with creating economic opportunity for all poverty-stricken North Carolinians. Created at the request of Governor Terry Sanford in 1963, the Fund was a nonprofit organization with program offices in 11 communities across the state. Each office focused on the needs of the poorest in its communities, creating experimental projects in education, health, job training, housing, and community development.
