If you've had frustration with keeping master page elements, such as your navigation, on top of other elements (when pinning to the top of the browser typically), then I will show you here how to fix that using Layers in Adobe Muse CC. In Adobe Muse 4 you could right click and make your navigation a master foreground object. This is gone and must be done the way I describe in this video...
