Mugen Update: Minato NZC Official Release

Here is an update on the char i made a few minor changes

1. The level 3 super is a bit more stronger
2. He doesnt have a seizure on the lev 1 super anymore
3. The Kuni drops faster
4. You don't move during the rasangan super
5. I added the time over animation i actually forgot that
6. you cant combo the air anymore
7. The supers arent 1 button anymore he is now a 3 button char.
