Jar Jar is finally banned from the Star Wars universe. See the final episode of the Star Wars Franchise
The film was shot's for the "ILM (Lucasfilm) Backyard Film Contest" (BFC), and the rules were simple: Make a short film without any digital effects for only $100. It would be as if you and your friends were making a film with a Super 8-film camera in your backyard, using found props and available light.
The only effects allowed were those done in camera and those the replicated old optical tricks (split screens, double exposures, additive mattes, miniatures and stop motion).
You can shoot and edit digitally, since Super 8 film and cameras were hard to come by and expensive, so this is why the look mimics that of old Super-8 Film.
