Congress passed and President Lyndon B. Johnson signed the Wilderness Act in 1964. The law defines wilderness "as an area where the earth and its community of life are untrammeled by man, where man himself is a visitor who does not remain." Today, the National Wildlife Refuge System includes 20.6 million acres of Congressionally designated wilderness.
