Poor quality video tape received by NIST from FBI. Video was redacted likely by NIST before its release (faces blurred, horizontal borders added, upper frame edge and interlacing messed up - see still visible comb effects at edges despite of applied "reparable deinterlacing"). See for comparison some digitized and unredacted FBI-NIST VHS tapes on NIST WTC website in AVI format, encoded by DVSD video codec. Nothing of those artifacts visible there.
That's so far the highest quality available to public... Where's the raw camera tape left?
Horizontal black borders removed, frame size rescaled to 480p stadard. Resolution has been upscaled to 720p standard, sharpening applied. Audio volume has been improved by Normalizing filter in Adobe Audition CS6. Original running time of DVD video is actually 36mn:44s. Video becomes blank after the 19mn:11s through the rest of video. Therefore, the blank segment has been removed.
