Oregon State Treasurer Ted Wheeler spoke to the Washington County Public Affairs Forum on October 28, 2013. Among other topics, he promoted his Opportunity Initiative proposal which would allow the state to borrow millions of dollars to subsidize higher education costs for certain students. The legislative referendum is on the November 2014 ballot as Measure 86.

When asked if this money will be properly used for technology and other purposes, his answer seemed to undermine his own arguments in favor of the measure. If technology will drive down higher education costs for students, why saddle Oregon taxpayers with millions of dollars of debt to subsidize the old high-cost economic model?
