Vermont was to be the proving ground and a success story for Single Payer. Then that success would spread through the country like in Canada.

This conference occurred just before Dr. Gruber was found to be calling the American people "stupid" and just before Vermont gave up on their goal of Single Payer because it was neither mathematically nor economically feasible.
