I saw one like this on the TV show Pawn Stars. This guy fixed it all up and it looked great and worked beautifully. He even modded it to take an MP3 player.

@Tabooaustin an OC3 is a neon voltage reference that is often used in fixed bias designs and has no heater just glows red due to the neon gas, the excitation voltage of about 60volts that gives the red glow. It still shouldn't modulate in quite that fashion...
