Del. Richard C. "Rip" Sullivan, Jr. (D-48) introduced a bill, which according to the bill summary, "...further allows for the use of an embryo owned by an intended parent in a surrogacy arrangement...."

Those of us whom understand that life begins at conception are repulsed by this legislation which would allow one person to own another. People are not property, and should never be treated as such.
