Hoover Elementary School (Palo Alto, CA) Parents Make Unsafe Exits From School.

The Herbert Hoover Elementary School is located on the so-called Charleston/Arastradero Transportation Corridor. As a "magnet" school, children are assigned to this school from all over Palo Alto, and as far away as East Palo Alto. Every school day, somewhere over 300 cars arrive at this school to drop off students for class.

The driveway around the school has acquired the informal name of "circulator". Entry to the school is not difficult, with cars queuing up in front of the school (requiring an approach from the east). Cars coming from the west need either make a U-turn in traffic, or use Nelson Drive to make a U-turn. Some parents make an illegal (or non-permitted) left-hand turn from East Charleston into the Circulator, but given how brisk the traffic can be at the time most parents are dropping off their children, this left-hand turn is often too difficult to execute.

Left-hand turns out of the "criculator" are not permitted until after 9:00AM, when the traffic is generally quite slack. However, many parents chose to ignore this restriction, and make a left-hand turn out of the "ciculator" into on-coming traffic--putting themselves, and other drivers, at risk.

These parents' bad behavior helps to increase the difficulties for motorists driving on East Charleston around the time school starts--07:30 AM to 08:10 AM.
