The United States announced they will launch an anti-militant TV network in Nigeria to counter Boko Haram. Of course, according to the Digital TV Research, only 25 percent of Nigerian households have televisions, and three quarters of those households only have an analog signal. While Nigeria is driving Sub-Saharan TV growth, it still seems like a very small percentage of people are actually watching it.
However, the U.S. has a long history of questionable acts of propaganda such as McCarthy Era anti-communist cartoons or simply dropping food and pamphlets out of airplanes.
