Here is how the Parkersburg Police Department handles citizens complaints. They intimidate them by deposing them through their insurance company, The Travelers. Judge Goodwin,a Charleston Federal judge, ruled that a PPD officer, Ben Ward, had "no probable cause"to search a mans house in regard to a security camera inside his house. (Later even Ward admitted the initial complaint was false).Ward could search however'if the man gave him permission though. So when the man filed a civil lawsuit to have the PPD held accountable for the illegal search, the PPD had their insurance company,The Travelers ,depose the man in an effort to trick the man into saying that he voluntarily let the officer in. Travelers insurance representative Cy Hill who is the attorney here,says that during this deposition the deposed admitted to voluntarily letting Ward in. We don't see it in this testimony here. It looks like a scared, intimidated ,middle aged man who has had enough ,being preped for a sucker punch by a Travelers lawyer. This is how the Travelers does business? Not a deposition but an inquisition! Recently the Parkersburg Police Department has had 3 major lawsuits that are well documented in the Parkersburg News and Sentinel. This is one suit the police decided to fight because the plaintiff didn't have an attorney! Seemed like "easypikins" Cy Hill told the deposee through his secretary ,Missy Henry, that it was "against WV law to film a deposition." This is plainly a lie(as you can well see)! In fact it may seem from this action, Hill did not want the depo filmed so he would have a free reign to take sections from the depo combine them with others and make the deposed seem like a fool and a liar! The deposed however had Greg Miller of Citizens investigative Services film the depo in completion. Miller,a former police officer and Air Force veteran investigated this case as well.
