The latest terrorist incidents in Nice, Baton Rouge, Dallas, Orlando and elsewhere, are once again a grim reminder of the expanding operational roles of "lone wolves." Whether they are self-radicalized or linked to home-grown or foreign groups, their involvement reflects a worrisome weakness in the security chain of modern society.

A panel with rich experience in the public and private sectors analyzed manifold national and global implications of the challenge and offered short and long-term recommendations to combat future threats.
