This film discusses a blowout of an offshore oil well in the Gulf of Mexico, one of eighteen wells run by Mexican Oil company Pemex. The well blowout turned out to be uncapable and it became the largest spill of its kind to date, shedding 2 million barrels of crude oil into the Gulf. American response strategy involved members of the Coast Guard and the Environmental Protection Agency; they identified Laguna Madre estuary as a major point of response on the Texas coast.
