Why the hell the author of this char called this beast "Weakest" Rugal?
Anyway, he spams Reppuken and Kaiser Wave everywhere and he can Genocide Cut you to death in the fastest way ever. He also has 2 hyper that become unblockable if charged at max and a painful desperate that is the Psycho Crusher and the Rugal Spin in the same move.
