I got this ballast today. It is an Advance "Powrkut" hybrid magnetic/electronic ballast. This is basically the magnetic equivalent of a program start electronic ballast. Advance calls these "low frequency electronic ballasts" and lists them in the electronic ballast section of their website. The ballast starts and runs the lamps on its magnetic circuit. Once the lamps have started, the electronic "Powrkut" circuit shuts off the power to the cathode filaments in the lamps. A regular fully magnetic ballast keeps the cathode heating circuit on at all times. The behavior on startup is not that different from a fully magnetic ballast. I show a fixture with a regular Mark III magnetic ballast for comparison.
