Q: Who wrote the poem?
A: Nobody knows. It started appearing without attribution in the popular press in Canada, England, New Zealand, Australia and the United States sometime in the 1920s.

Q: Okay, then, who wrote the music?
A: Again, we don't know. It was part of a collection of arrangements by Maurice Jacobson titled "Six Descants to Popular Tunes" (which included Three Blind Mice and Swing Low Sweet Chariot) which was published in 1928; this suggests it was a popular tune at that time.
