Community Development Director Steve Henrichs demands to measure the Jones' travel trailer, as a prerequisite to selling her another vending permit for her pet grooming business. He believes he can call it a "park model" and subject it to Town zoning restrictions but it's not large enough to be a "park model". Trailers are measured by the square footage of the floor, not of the chassis it sits on, but you can bet that Henrichs wants to add the tongue length. Henrich has only a certification as a building inspector, no certification to inspect motor vehicles and no statutory authority to reclassify an Arizona Motor Vehicle Department Designation. He has no business entering someone's private yard space without a warrant.
Under the Quartzsite Town Code Chapter 8, Town Manager Laura Bruno was the authority to issue the permit and Henrichs did not need to be involved at all.
The Town provides a "Town of Quartzsite Vendor Permit Packet" which contains a sheet titled "Requirements for Vending in the Town of Quartzsite, Arizona". It lists the requirements as: a tax ID number, a photo ID,a vendor permit, a completed ARS 41-1080 form, fire and health department permits where applicable. No mention of vehicle inspection is listed.
