It has been very difficult for traditional addiction treatment programs to become 100% tobacco free and treat nicotine dependence at the same time as treatment for the other Substance Use Disorders is occurring.

It has been nearly impossible to treat a primary nicotine dependence disorder without other substance use disorders included in the treatment services. This is discriminatory. When those with a primary diagnosis of nicotine dependence are excluded from programs that provide a full range of addiction treatment for those with alcohol and other substance disorders.

Norma Medulan, a Canadian addiction treatment manager decided to treat nicotine dependence when it is the primary Substance Use Disorder, or when it is co-occurring substance use disorder with alcohol and other drugs. This is part of Norma's breakthrough tobacco integration story, and blazes a trail for other Substance Use Disorder providers to follow.
