clicking/scratching sound from both front wheels of 2004 sti. Clicking while slow pushing ~1mph scratching as I move faster.

this noise vanishes 100% every time it rains
and stays gone for 45-90 mins after rain stops. these videos are for a clubwrx
forum however any tips/ideas/parts to check are welcome. The noise is
not the brakes (all new) unlikely hub bearing as both sides are doing it. Its
been doing it for 5-6 months and has not gotten any worse other then the drier
summer air making it slightly louder. Does not matter what
gear or if its in neutral or clutched so unless the front differential makes
noise like that while coasting then that's not the problem either. When pushing
by hand the clicking makes a
slight vibration with both front tires. Car rides fine, no pulling to side no
symptoms at all other then that annoying sound. there are no grease or oil leaks,
differential was last packed at dealer at 45k (60k mile check) skipped the 30k.
Its at 99k now orig owner. 1 accident front wheel over a curb by a parent 4
years ago, replaced lower a-arm and its been aligned 4 times since i've owned it.
The dealer I bought it from is gone I will be traveling to another later next
week. If you've ever had a similar noise please let me know, via comment here or
send me a message so I can hopefully repair/replace myself or atleast have a clue
whats wrong with it when I go to the dealership. Thanks for reading/listening
