In July 2012, the U.S. Congress passed the Biggert-Waters Flood Insurance Reform Act of 2012 (BW-12) which calls on the Federal Emergency Management Agency (FEMA), and other agencies, to make a number of changes to the way the National Flood Insurance Program (NFIP) is run.

In the post Hurricane Sandy era, the results of implementing the Biggert-Waters act has meant outrages increases in the price of flood insurance for residents living in coastal and potential flood regions across America.

On September 28, 2013 rallies were held in nine states, calling on Congress to repeal or amend the act. The fear is that this insurance mandate will leave many who cannot afford extremely high premiums to move or even foreclose on their homes.

This clip is from the Queens, NY Stop Fema Now Rally, where citizens of Broad Channel, the Rockaways, Howard Beach, and Hamilton Beach came together to protest the Biggert-Waters act.
