This species is Vespula squamosa, the Southern Yellow Jacket, and it supports hundreds of thousands of individual wasps, making it Extremely dangerous to treat.

Most Southern Yellowjacket nests are located underground, where the nest size can be hidden. We have a rare treat, as the swampy, wet ground forced the Yellow Jackets to build above ground and around this cabbage palm.

The raindrop-like sound you hear is the Yellowjackets striking the windows and body of the truck! Also notice all the smeary stuff on the windows... that's the venom, and it contains an alarm pheromone, essentially a "hey everybody, attack this truck" aroma.
