This is Karo syrup in front of an LED screen. In front of them, a polarized lens is rotated. As it is rotated, the wavelength of light allowed through changes, meaning the color changes. Thus, the color depends on the angle of the polarized lens. The polarized lens can be replaced with polarized sunglasses as a cheap alternative.
