Across the state of Arizona, there are thousands of children whose needs aren’t being met by the traditional public school experience. Arizona’s Empowerment Scholarship Account (ESA) program has been a boon to many of these kids and their families, but poor management and arbitrary rules are hurting this important program and keeping these kids from getting the education they need.
